This workbook focuses on practical concerns that should engage the attention of boards of education and community groups in establishing new and more effective approaches to the selection of high quality supervisory staff for public schools. The report uses the position of principal to illustrate how a selection process might work. Most of the chapters deal with practical concerns in the areas of (1) job analysis, (2) recruitment, and (3) the selection process. Other chapters cover merit and fitness and the current legal framework. Each chapter is followed by an appendix that comprises references used in the text. At various places throughout the workbook, the authors have included discussions of ways in which parents and community representatives can participate constructively in the development and implementation of improved selection procedures.
