This monograph is the fourth in a series summarizing the work progress of the Human Services Manpower Career Center, a special research and development project funded by the U. S. Department of Labor. This report presents a developmental model and guidelines for organizing a working coalition of concerned community groups, for identifying major tasks, and proceeding to problem-solving joint actions. Suggestions for the composition, objectives, and organizational structure of a forces can begin to attack the major problems involved in allied health manpower planning and development. A set of proposed Illinois guidelines for physicians' assistant programs and a description of 25 barriers that restrict effective recruitment, training, and utilization of allied health manpower are appended.
