The combined impact of all federally assisted manpower programs in the Atlanta area was evaluated, with emphasis on outreach, eligibility, identification of needs and abilities, and screening for course assignment. In fiscal year 1970, training was provided for 10,300 persons and job placement for 5,600, although most of the estimated 70,000 poor in the Atlanta area received no direct manpower services. Outreach and screening activities generally were adequate, except for two programs which needed improved procedures for determining eligibility. Assessment of needs and abilities varied greatly between programs. Monitoring the coordination between Model Cities and the Concentrated Employment Program was recommended, along with consolidation of screening for all federal manpower programs within one metropolitan area.
