This speech discusses the role of the chief personnel administrator, describes challenges that these administrators faced in the 60s, and outlines principles under which the personnel function should operate. Fifteen principles are considered by the author to delineate the responsibilities of chief school administrators and to provide the necessary ingredients for the efficient and productive operation of a school system.
