Sometimes called "halfway houses," the residential centers provide correctional services needed in the transition of selected offenders from prison terms to productive roles in society. Their task includes building solid ties between the offender and the community, integrating him into community life, restoring family ties, and obtaining employment and education. The success of a community residential center for offenders depends on careful planning and administration. This pamphlet describes the principles and details of the planning and operation of residential centers.
