This study examines the relationship between gross migration flows and the availability of jobs. An apparent lack of correlation between level of economic opportunities and level of migration is attributed to the use of cross-sectional data, which is biased because people in areas with rapidly expanding job opportunities tend to be relatively more mobile. New time series data on migration in metropolitan areas were used, permitting controls for stable differences in labor mobility between areas. The new data results in a significant negative relationship between out-migration and employment change. (BH)
