This document consists of the papers presented at a meeting of experts who examined and evaluated systems analysis and management technique applications to practical educational planning. The papers focus primarily on the integration of shortrun and longrun aspects of educational planning and the relationship between objectives and implementation. Within this context, the role of the budgeting procedure is examined with a view to introducing possible improvements in current budgeting practice through use of more program and multiyear budgets. Also considered are the uses of management techniques such as cost-effectiveness analysis in program planning and in resource allocations studies. (Author/RA)
