Greater concern with unemployment in recent years has increased the need for accurate forecasting of future labor market requirements, in order to plan for vocational education and other manpower programs. However, past emphasis has been placed on labor demand, rather than supply, even though either side by itself is useless in determining skill shortages. This report seeks to resolve this problem by analyzing the labor market in terms of specific sources of future supply. With careful definition of categories minimizing double-counting, and with accuracy improved by comparing the summed source estimates with separately derived aggregate labor force projections, the study provides the means to consider supply, as well as demand, in the labor market.
