The report of an international seminar on educational technology emphasized the distinction between learning and being taught. A change to active learning associated with the provision of resources to which the learner has direct access is seen as the new goal of education. These resources can take the form of "packages" consisting of texts, tapes, slides, recordings, broadcasts, etc., which will form the core of a learning system. The design of such a system requires the formulation of goals, objectives, and evaluation techniques. More attention to evaluating the achievements of cost-effectiveness of the system are necessary. In particular, better techniques for determining cost-effectiveness must be developed. A systematic approach is the best way to identify goals. Such an approach must consider identifying needs for development and production programs, setting minimum standards for quality control, and disseminating the learning systems. To put systems into effect, comprehensive staff training must be organized. Also, nations should establish a department of qualitative planning which links schools, publishers, and teacher training and research agencies. (JK)
