A Study of Federal Financial Aid to Public Vocational Education, 1917-1964.

Current and historical reports were studied to produce a record of significant events associated with Federal financial aid to public vocational education. Federal-state relationships were analyzed for patterns and trends. The study found that: (1) Federal aid to vocational education resulted initially from public opinion favoring a more practical and useful educational system, (2) Intergovernmental relationships in vocational education were generally effective at all levels, and (3) The states showed much individuality in their spending patterns and trends in vocational education, reflecting an overall pattern of rising enrollments and expenditures.
