Report of the Regional Literacy Seminar for Representatives of Non-Governmental Organizations in Asia (Colombo, Ceylon, January 18-28, 1970).

This report highlights the main features of each talk and discussion given at the seminar and pinpoints conclusions reached. The seminar made a number of recommendations, which include: (1) that Unesco place greater emphasis in all future functional literacy projects on the importance of literacy as a factor in the civic and political education of women, (2) that Unesco explore the possibility of making available an increased amount of financial and technical assistance to non-governmental organizations engaged in literacy work, (3) that Unesco invite universities in different countries to carry out applied research into the learning processes, with the specific aim of helping functional literacy work, (4) that governments ensure that the concept of functional literacy be given more emphasis in community development programs, taking into consideration the work in which the community is involved, and (5) that in planning national literacy programs for civic and political education, governments give due consideration to the special needs of the handicapped.
