Hard data related to recidivist rates in the State of Washington are not available but testimony offered to a legislative subcommittee suggests that they may be as high as 70 percent. Given this almost desperate situation, the Joint Committee on Education decided in 1969 to investigate the education programs operated in the correctional institutions of the State, in order to discern whether or not these programs are adequately serving the needs of social offenders and society in general. Included in this report are 20 major recommendations resulting from that investigation. Aimed at program improvement, these recommendations cover such points as the need for internships and in-service programs for teachers, and waiver of tuition for inmates attending institutions of higher education.
