This book examines the nature and extent of State, Federal, and local control over education and describes the impact of such a power structure on the schools and the teaching profession. The main thesis argues that public enterprise is both desirable and necessary in education, but, as in other State activities, should be just public enough to remain enterprise. The author proposes a public school trust that would give teachers and their professional organizations stronger decisionmaking powers. Under such a system, the teaching profession would control licensing of teachers and actively participate in their training, boards of trustees would appoint teachers on advice from their staffs, and school faculty councils and teachers wo be in charge of curriculum design and its instructional implementation.
