Evaluation Design for the Los Angeles Women's Job Corps Center.

The main purpose of this project is to evaluate the success of the Los Angeles Women's Job Corps Center in helping girls rise out of poverty by improving their attitudes and economic status. A second objective is to estimate the cost of each service provided to a girl. Based on comparisons of outcomes among girls as individuals rather than groups, an evaluation design was developed for estimating the relationship between post-program economic prospects, corpswoman attitudes, and each element of the set of services received from the Center. Although long-term outcomes cannot be observed for some time, the use of short-term outcomes is adequate when these are related to long-term outcomes. The evaluation design focuses on the potential impact of changes in the mix of services offered by the Center. (BH)
