Development of Evaluation Measures for Use with Neighborhood Youth Corps Enrollees. Final Report.

This study represents an initial phase in the development and application of a battery of measures for research and evaluation with disadvantaged adolescents in a youth-work training program. The paper-and-pencil instruments devised attempt to compensate for deficiencies in currently available tests by shaping content, format and administration to the academic level and cultural background of the intended respondents. A battery of 13 test booklets, incorporating such characteristics as relatively low verbal levels, oral presentation and, in many cases, pictorial formats, dealt with areas of vocational orientation (plans, aspirations, knowledge and interests); attitudes (toward self, authority and social values) and job-related reasoning skills. Based upon analyses of item characteristics, reliability estimates, validity (against proficiency ratings), factor analysis of the battery and research-related findings, a number of the measures were shown to possess a pattern of psychometric characteristics that warrants further research on their refinement and application.
