A survey was conducted in ghetto areas in Los Angeles and New Orleans to explore the waysin which ghetto residents gain information about public events, social service agencies, and job opportunities. Researchers found that information dissemination in the ghetto communities was a great problem. The mere presence of a social service agency or job information center in a community was not sufficient to insure that their services would be known and used. Ghetto dwellers tended to rely primarily on each other for information. An examination by the National Advisory Commission on Civil Disorders showed that among the media, television was the major source of formal news and rated highest in credibility. A study of the potential and some current uses of television to improve the educational level of children and adults demonstrated that television could be of great help in solving ghetto education problems. Therefore, it was proposed that a pilot project be instituted in South Central Los Angeles which would use a four-channel wired system to televise job information, educational programs, city hall news, and cultural events within the community. Supporting studies, which include a survey of educational television programs aimed at ghetto audiences and a proposed community education center, are appended. (JY)
