Originally designed to improve the education of disadvantaged children in the public schools, Title I of the Elementary and Secondary Education Act was amended in 1966 to include children in state institutions who are handicapped, orphaned, neglected, or delinquent. In this collection of brief essays, educators from programs in various parts of the country describe their work and their interests. Included are: (1) a description of the Tennessee Re-Education Program; (2) discussion of innovations in residential care for the handicapped; and, (3) analysis of the idea of the manager as social scientist.
