The Utilization of Engineers in Enlisted Positions Within the Armed Forces.

The number of engineering graduates entering the armed forces as enlisted men has steadily increased since the changes in the draft in 1967. As a result of this increase, the utilization of the enlisted engineering graduates in 1969 was incompatible with the professional development of a majority of the individuals reported. A number of recommendations are set forth in the report based upon the assumption that draft policies will not change in the near future. It is recommended that the military services should increase their efforts to assign college graduates to positions which utilize civilian training, thus minimizing military training needs. The Army Scientific and Engineering Aide program could possibly be expanded to utilize inducted college graduates who have technical skills. Other recommendations support a delayed enlistment program for men with technical skills, a technical reserve program, and the use of college graduates draftees in proportion to the technical manpower needs of each service. There are eight tables of data relating to the distribution and utilization of engineers in each of the services, with discussion of these tables included.
