This is the final report of the General Learning Corporation's planning effort for the Fort Lincoln New Town school system. Designed as a "Comprehensive Plan", it summarizes the educational plans developed to date, and presents some new elements of planning while it serves to "tie together" all previous planning to provide the reader with a broad overview of the entire Plan. Certain elements of the Plan, principally facilities, budgeting and implementation, have not been addressed here, since they can be examined by referring to previous documents.
