The system approach to planning and managing educational change features the use of an adaptive framework and a strategy for planned system change. The approach focuses management attention upon (1) relevant future states of expectations or goals, (2) present and future state variables and contexts, (3) human organization factors, and (4) alternative programs that can be implemented to facilitate goal attainment and change. This document presents a strategy for planned educational change based on relevant activities in (1) educational planning and management; (2) system analysis, synthesis, and evaluation; (3) policy formulation; and (4) policy implementation. The strategy is presented in the form of a procedural network containing 26 interrelated and interdependent activities. These activities can be subset into many subactivities or tasks that can be performed to improve policy formulation and policy implementation processes in public education.
