This bibliography is intended as a reference on manpower planning, at the national, industry, or company level. Certain recurring themes guided the selection of documents in this survey: (1) The main objective of macroeconomic planning is the guidance of changing unemployment patterns towards desired goals, (2) Manpower planning should be closely linked to economic and educational planning, and (3) Preparation of a viable manpower plan seems to require the use of an accounting framework, the projection and manpower needs and of manpower availabilities, the analysis of utilization, and the monitoring of labor mobility. After a consideration of these various problem areas at the different planning levels, the remainder of the books is devoted to a list of 706 references on manpower planning. (BH)
