The purposes of these guidelines are to clarify the NDEA Title III regulations and to provide further interpretation of Public Law 88-665. They furnish the basis for common understanding of Title III by local school systems, State educational agencies, the U.S. Office of Education, and program auditors and reviewers. Use of the guidelines will minimize problems regarding eligibility and fiscal procedures and will aid State agencies to develop, expand, and coordinate their program activities to accomplish the purpose of Title III--the strengthening of instruction in science, mathematics, history, civics, geography, economics, modern foreign languages, English, reading, and industrial arts.
