This is the second report of the Northern California Cooperative Research Project (NORCAL) on student attrition. Part I summarizes the findings of the initial NORCAL report on attrition characteristics (see ED 031 240) and compares them with other community college samples. It also discusses the validation of a predictive model for identifying potential dropouts, and subsequent determination of empirical validity as .65. It concludes with an outline of programs used to meet the special needs of disadvantaged or low-achieving students in California community colleges, including: "block" or "core" course programming, recruitment, and assistance (tutorial, financial, and travel). Part II describes a follow-up study of students in the original NORCAL sample (those who did not drop out during the initial enrollment period) who failed to return for the second enrollment period. Seven hundred fifty students of this non-persisting group responded to a questionnaire in which reasons for not re-enrolling, current activities and plans, and financial needs were assessed. Specific suggestions for follow-up research conclude the study. Cross-tabulation by race and sex is provided throughout most of Parts I and II. A bibliography is included. (JO)
