An attempt is made to estimate the extent to which the concept of permanent education is consistent with educational policy and trends in England and Wales (Scotland has its own educational system) and to see how far the structural implications of permanent education are likely to be feasible there. This is a working paper for a particular operation and not an attempt at a definitive or authoritative or exclusive statement of permanent education.
