This review was undertaken to explore and analyze the literature in the ERIC Clearinghouse on Adult Education in terms of three important questions about Title I of the Higher Education Act of 1965. First, what is the relationship between community service and continuing education as revealed in the substance, audience, and methods of Title I programs? Second, to what extent are institutions of higher education responsible for community service, and what is their role? Finally, what are the essential ingredients for an effective statewide system of community service and continuing education? Trends are suggested, as well as areas in which universities appear to be standing still. An appendix with additional references to professional development, community development, and other forms of service is also included, along with 92 abstracts. (LY)
