Criteria to use in evaluating data processing efficiency, factors of file and record definitions, convenience of use for non-programmers, report generating capabilities, and customer support for generalized file management systems for use by the California junior colleges are indicated by the author. The purchase of such a system at the state level is suggested. The sequence of activities leading to a usable management information system would be (1) the creation of a common junior college data base, (2) the creation of a central information network, (3) criteria specified for a generalized file management system, and (4) availability of this generalized system to access, retrieve, and update the data base itself.
