Educational policy of the future must place the role of education within the broad context of societal goals. The urban slum condition will not be eliminated by individual programs which focus on special problem areas viewed in relative isolation. The Model Cities Program is a unified approach. First, neighborhoods are asked to fully analyze their problems. Then they must develop a set of approaches, priorities, and goals that constitute their response to local conditions. Finally, the neighborhoods must create an administrative structure that will pull together the various elements in the community to attack problems in their full breadth. Recognition should also be given to the fact that education is not competent to move into areas which are not directly educational. However, cooperation among all of the community's institutions is needed to solve basic problems. The schools must learn to work not only with other elements of local government, but also with the larger community in order to enhance their key role.
