Numerous readings on the urbanizing society are presented, with guidelines for study and discussion, session by session. The first three sessions cover community development as a point of view and problems of a changing economic base--fixed human and nonhuman assets as aids and obstacles, and a realistic policy of industrial development. Two sessions are on governing growing communities--the local government as a generator of community development, and tradition and innovation in local government. Two sessions are on the costs of community development, covering a fiscal policy to encourage a favorable balance of trade and responsible public finance, and a personnel policy to guarantee leadership and competence. Following sessions are on city environment--living and making a living, problems in ordering physical environment, and steps toward regional organization and development.
