A mathematical modeling technique has been developed to provide those having administrative responsibilities for establishing scientific and technical information systems with a flexible and powerful tool for making management decisions. A large number of factors (user communities, document forms, subject disciplines, etc.) are involved in information management. The mathematical modeling technique described in this report attempts to furnish a means for examining systematically the many and complex factors in information service system design. It allows the research administrator to test specific patterns of organization of the many system features and to compare generalized costs of such competing structures. In addition, it provides a guide to many factors which a systems designer must consider in solving his particular design problem. Finally, the modeling technique as described here has been adapted for manipulation by electronic computers, furnishing thereby a powerful tool for the analytic approach to design of even the largest information service systems. In the work reported here, this methodology is applied to three test cases representing information systems organized according to (1) subject discipline, (2) geographical regions, and (3) mission or project. These test cases are intended as an illustration of the capabilities of this technique as a management tool. (Author/RM)
