A Model for Cooperative Extension Program Determination in Community Resource Development.

A study was made to develop a Cooperative Extension program response determination model for community resource development for application at the state level. Sub-objectives were to define the concept of community resource development, provide a basis for identifying clients for educational programs on community problems and decision making, indicate kinds of problems encountered in the public decision sphere by prospective clients, determine the kinds of information needed, and identify key elements needed for Cooperative Extension to create a suitable educational program. Key factors and major relevant components included the general nature and scope of relevant public problems; potential target clientele; limitations (if any) in basic state amd Federal legislation relative to the scope of Cooperative Extension programs in community resource development; the philosophy, objectives, and appropriate policies for such a program; requirements in terms of a knowledge base, staffing, and the amount and source of funds; and the most appropriate type of organizational structure for program development and implementation.
