The 26 major laws enacted between 1963 and 1967 which affected the handicapped are considered. The historical development of four major laws includes the Social Security Act Amendments of 1963, 1964, 1965, and 1967; the Mental Retardation Facilities and Community Mental Health Centers Construction Act of 1963; the Elementary and Secondary Education Act of 1965; and the Vocational Rehabilitation Amendments of 1965 and 1967. Major provisions are given for the 26 laws which cover these areas: maternal and child health and mental retardation; hospital and medical facilities; social security; elementary and secondary education; the National Technical Institute for the Deaf; community health service; heart disease, cancer, and stroke; Captioned Films for the Deaf; federal assistance to state schools for the handicapped; vocational rehabilitation; library services; military medical benefits; comprehensive health planning; and mental health.
