In this message, President Johnson notifies Congress of his establishment of the National Council on Indian Opportunity, and outlines proposed legislation and appropriations designed to alleviate many of the problems of the American Indian. The program as outlined is designed to promote Indian self-help and self-determination, and to begin to equate Indian levels of living to that of the country as a whole. (DK)
