The author proposes a system using the HUC to identify all information and knowledge which can be reduced to a written, pictorial, oral, or machine readable record. The code designations, which may consist of letters, numerals, and other symbols and which average 12 to 18 characters in length, provide information in 12 fields: type of material, source or author, date or edition, form and availability, unit identification number, copyright status or security classification, original language, translated language, status, subject or document identification code number, and subject classification or document numbers. The purposes of the coding system are to (1) eliminate delays and reduce costs for obtaining, processing, and distributing materials, (2) provide adequate compensation to those producing and distributing information and knowledge, (3) establish compatibility among information systems, and (4) support efforts of libraries, other institutions, and individuals storing and/or seeking information and knowledge. The appendices demonstrate the HUC system for identifying year and date, federal agencies, Congress, courts, states, major geographic areas, and U.S. publishers. Appendix C, the major portion of the document, lists classes of U.S. government publications with the corresponding HUC designations.
