OUTLINED IN THIS REPORT ARE STATE AND LOCAL PROBLEMS ASSOCIATED WITH ELEMENTARY AND SECONDARY EDUCATION ACT TITLE I PROGRAM OBJECTIVES, SPECIALIZED PERSONNEL, DATA COLLECTION AND ANALYSIS, AND STABILITY OF ADMINISTRATION AND FUNDING. AMONG THE PROPOSALS FOR DEALING WITH THESE PROBLEMS ARE SUGGESTIONS FOR REGIONAL OFFICES TO ADMINISTER AND EVALUATE TITLE I PROGRAMS AND FOR A NATIONAL REVIEW PANEL TO MAKE PROGRAM RECOMMENDATIONS TO CONGRESS.
