The problems and special opportunities that face the college candidate with learning disabilities are discussed. It is suggested that Section 504 of the 1973 Rehabilitation Act has not succeeded in forcing the vast majority of colleges and universities to establish special programs for students with learning disabilities. Results from this investigation of teacher beliefs about various facets of the broad-ranging perceptual deficit hypothesis and its relationship to reading and learning problems indicate that there is a large discrepancy between publication of research efforts and widespread awareness or acceptance of these results by practitioners. Observations of operationally defined nontask oriented classroom behaviors of educable mentally retarded (EMR), educationally handicapped (EH), learning disabled (LD), and nonhandicapped students were compared. In studying the effectiveness of different instructional programs, a criterion measure can favor one of the programs because there is greater overlap between the content covered on the test and in that program. It was hypothesized that teacher expectations for the future performance of a child and teacher attributions for that performance would not differ as a function of the categorical label (emotionally disturbed or learning disabled) assigned to the child.
