In order to eliminate or reduce the problems that detract from the quality and status of the off-campus program and of those individuals who administer or teach in it, three major features of a plan for developing extension programs using the concept of regional service areas are presented. (MS)

A review of the effectiveness of extension education programs in Douglas County, Kansas is presented. Data were collected through a review of program data, interviews, and questionnaires sent to county residents.
