In January, 1980, the governor of New Jersey signed Ch. 477, the agency shop bill, which allows the majority union representative to negotiate a representation fee for nonmembers. In 1977 approximately 170 education students in Illinois were surveyed about specific facts relating to the legal aspects of teaching and the structure of the state's educational system.
