Many faculty members are reluctant to evaluate the clinical performance of medical students because of fear of legal liability and lawsuits. A survey to determine the use of student ratings of instruction in medical education is reported. Results indicate that student ratings are widely used, that both standardized and nonstandardized forms are used, that ratings are often administered exclusively by one agent, and that administrators often have access to results. Structural learning theory and the Rasch model measured learning gain, retention, and transfer in 1,037 students, grades 7-10. The RMC models for Title I program evaluations involve too large an expenditure of effort in relation to the information needs of the federal government. Too little is being done to ensure the usefulness of the models at state and local levels. (MH)
