Nearly one in five college students in the United States is raising a child, yet limited access to high-quality, affordable, and flexible child care remains one of the biggest barriers to their success. Without reliable care, many student parents are forced to stop out, undermining both their educational goals and public investments in higher education. Grounded in engagement with student parents, higher education leaders, child care experts, and policy advocates, this policy agenda recommends ways that federal and state policymakers can expand access to child care for student parents, reducing barriers for parenting students today and helping build a universal, high-quality child care system for all families in the future.
