A team approach for planning and evaluating personnel preparation programs within the context of PL 94-142, (Education for All Handicapped Children Act), proceeds through six steps--from needs assessment through plan revision. Formative evaluation data has shown success in three goal areas and in staff satisfaction. (CL)

The policy impact model can help state educational planners develop policies for local school districts. The model has four stages: forecasting, goal setting, policy analysis, and implementation. A project in Louisiana is used as a case study.

In view of social processes, politics and the logistics of conducting evaluations, several implicit assumptions of the field challenged by findings on innovation implementation are reviewed.
