Describes the state-based program of the National Endowment for the Humanities, which provides grants to local institutions through state committees for support of public programs in the humanities which relate to public issues.

The subjective nature of the humanities does not lend itself to expression in behavioral terms. However, because humanities instructors are evaluated by the same "accountability" criteria as teachers of cognitive subjects, they are now stressing the measurable and ignoring the intangible areas of interpretation or even creativity.
