Safeguarding Children Partnerships Yearly Reports Analysis 2023-2024. Summary Report

The Department for Education (DfE) commissioned this high-level research in December 2024 to understand, through analysis of the 2023-24 yearly reports, how safeguarding partnerships have developed their approaches in the past year. Yearly reports must be published in accordance with the requirements set out in the Children Act 20041 and Working Together to Safeguard Children (WT2023). Using a comprehensive thematic analysis of 126 yearly reports to identify key themes, trends, and areas for improvement, this report analyses the 2023 to 2024 safeguarding yearly report to examine the similarities, differences, and positive steps taken by partnerships towards the implementation of the working together to safeguard children 2023 arrangements. This report identifies examples of good practice and case studies that can be used to promote best practice across safeguarding partnerships, and proposes a report template which safeguarding partnerships can use when producing future reports. The insights gained from this analysis will serve as a foundation for policy development and will inform any future updates to guidance, with the aim of enhancing the effectiveness and impact of multi-agency safeguarding arrangements.
