California Reconnect is a three-year initiative (2023-2026) led by InsideTrack, in partnership with the Institute for Higher Education Policy, to support re-enrollment and success of learners with some college but no credential (SCNC). Education Northwest is conducting a multi-year mixed-methods evaluation of the initiative. This interim evaluation report draws on document review, focus groups with partners and institutional staff, interviews with SCNC learners, and analysis of administrative and coaching data from 13 participating colleges and universities. During the first two years, 14,062 SCNC learners received outreach, with 27 percent engaging with coaches. Among Cohort 1 participants, 13 percent re-enrolled--six times the national average--and 44 percent of those persisted into a subsequent term. Re-enrollment was more common among learners with shorter stop-out periods, and persistence rates were higher at four-year institutions. Findings highlight the role of sustained outreach, personalized coaching, and institutional reforms, and recommend reducing administrative barriers and strengthening advising, flexible course options, and policy supports.
