A computerized budget projection program developed for faculty use in proposal preparation is described. The three budget components are global budget parameters, personnel, and other direct operating costs. Efficiency of budget preparation is greatly increased, especially for multiple-year budgets. If Black American farmers continue to lose their land at the current rate, there will be virtually no Black farmers in the country by the year 2000. Until recently, government programs that should have attempted to compensate for the disadvantages rural Blacks face have instead served to perpetuate them. (GC)

A survey of 712 companies shows that corporate support of education rose in 1981 by almost 11 percent over 1980. In addition, more than 40 percent of manufacturers' (including chemical companies) contributions goes to educational endeavors. A survey of 243 school districts across the U.S. revealed that state governments were the primary source of funding for special education programs and that the costs of special education are at least 1 1/2 times as high as those for regular programs. (Author/WD)
