Where Do We Go from Here? Examining Culture-Based Education-Related Memoranda via Manifest Content Analysis

Educational policies, encompassing directives and memoranda, have been established with the intent to influence teaching and learning practices. Despite this, researchers have identified a significant scarcity of such policies, particularly those that support cultural education. The lack of culturally relevant educational frameworks may pose serious consequences for individuals and society. A pertinent example of this can be observed within the context of culture-based education (CBE) policies in the Philippines. This investigation aims to delineate the historical development and contemporary status of culture-based education policies in the Philippines through a manifest content analysis of memoranda issued by the Department of Education (DepEd) from 2002 to 2021. The analysis of the amassed data indicates a minimal presence of CBE-related memoranda since 2002, constituting only 5.09% of the total, predominantly signed by Secretary Jesli Lapus (30.79%) and Bro. Armin A. Luistro, FSC (27.81%). Notably, the majority of these memoranda originated from the National Commission for Culture and the Arts (NCCA) (56.29%), focusing primarily on seminars (35.29%) that extended beyond a single day (56.47%) and emphasized the Filipino language (47.87%). This study's findings may provide a foundation for future inquiries into the formulation and implementation of culture-based education policies in the Philippines.
