Data from the National Longitudinal Study of the High School Class of 1972 indicate that transfer students come from lower SES families, and had lower academic ability, high school achievement, and educational aspiration than students enrolling in four-year institutions directly from high school. Secretary of Education William J. Bennett has challenged colleges to curb their costs and is considering a federal policy that would reduce financial aid to students whose institutions increase their charges much beyond the inflation rate. A survey shows that officials at universities with big-time sports programs intend to reduce their spending on athletics, but are reluctant to make cuts in football and basketball. The National Collegiate Athletic Association is proposing only a few rule changes for their special convention in June. (MLW)

A study of college students' money management knowledge examined student understanding of credit cards, insurance, personal loans, recordkeeping, and overall financial management. Student characteristics associated with differences in knowledge level were identifed. (MSE)

Reports issued by the State Higher Education Executive Officers and the Education Commission of the States say that progress toward full participation of minorities in higher education has become stalled and must improve, both to benefit minorities and because that group is an increasing proportion of the college-age population. College athletics programs have more than an image problem. One of the best ways to stop the scandals is for presidents to take control of their institutions' programs,particularly in the areas of academic standards, financial aid, the quality of the federation, and the amount of emphasis given to athletics. Federal, state, and institutional student financial aid expenditures are tabulated by individual program in both constant and non-inflation-adjusted dollars for the years 1980-81 through 1987-88, with percent changes since 1980-81 noted.
