Research assessing the effectiveness of state limits on local property taxation revealed that tax and expenditure limits do not sharply reduce expenditures and local employment. The state limits did lead to less reliance on property taxes. This was accomplished by increased reliance on state aid and alternative local revenue sources. (Author/RM)
