After stating some facts and assumptions supporting the need for a program of civic development for elementary students, an outline of the history and development of legal education programs in Hawaii for students from kindergarten through the twelfth grade was discussed. (Author/RK)

To insure student participation in a basic business class, a system of committees is suggested, small groups which perform various activities for the benefit of the entire class. Types of committees, forming committees, and a rotation plan for committee activity are outlined. (TA)
