Studied the effects of state policies on the areas of tracking, content, and pedagogy on the faculties of eight German secondary schools after the fall of socialism. Teachers forcefully adjusted their beliefs to the new tracking structure, but did not necessarily adjust teaching standards. (SLD)

It is argued that the basic means-ends analysis of systemic educational policy may be mistaken in the current national context. The author agrees with the basic premises of systemic educational policy but thinks that a mandatory system of strong instructional guidance from the state has basic problems, as discussed. (SLD)

Highlights lessons learned by a national organization, the Council of Chief State School Officers, in building an education indicator system in cooperation with federal and state education agencies.
