It is asserted that the treatment of intonation within the framework of generative grammar has not shown whether surface syntactic structure is sufficient for formulation of phonological rules. The implications of the properties of certain recursive rules are explored. It is concluded that (a) no completely coherent system of rules could allow perniciously recursive rules, and (b) certain constructions of English can only be described using perniciously recursive rules.
